تأثير الإسلاموفوبيا و الإرهاب على الأمن الأوروبي

Abstract

شكلت ظاهرتي الإسلاموفوبيا و الإرهاب في أوروبا خلال السنوات الماضية أهم موضوع على الساحة الأكاديمية و الفكرية و الإعلامية و الأمنية، خاصة أنه أصبح من أخطر التهديدات التي تمس الأمن الأوروبي فعلى الرغم من أن الظاهرتان منفصلتان في النشأة لكن متلازمتان في التهديد أي ربط الإرهاب بالإسلام، سواء كان ذلك على مستوى تهديد أمن الإنسان بجميع أبعاده، الأمن القومي للدول الأوروبية أو الهوية المجتمعية للمجتمعات الأوروبية، و منه يحاول البحث الإجابة عن الإشكالية: كيف أثرت الإسلاموفوبيا و الإرهاب على تهديد الأمن الأوروبي؟ و قد تم صياغة الفرضيات التالية: أولا، كلما إزدادت الهجمات الإرهابية في أوروبا تنامت ظاهرة الإسلاموفوبيا. ثانيا: كلما تدخلت الدول الأوروبية عسكريا في الدول العربية الإسلامية، كلما زادت معها الهجمات الإرهابية في أوروبا. ثالثا: يعتبر الإسلام دين دخيل على أوروبا و منافس بتعاليمه للدين المسيحي بالتالي يشكل تهديدا على الأمن الهوياتي و المجتمعي في أوروبا لدى غالبية الأوروبيين. رابعا: الهجمات الإرهابية في أوروبا تهدد القيم الأوروبية التي تبني عليها الدول الأوروبية أمنها و يتعدى إلى تهديد أمن و مصالح المواطن الأوروبي. خامسا: القضاء على الإسلاموفوبيا و الإرهاب في أوروبا يحتاج إلى معالجة الأسباب و تكاثف الجهود الدولية لتفعيل الأمن الأوروبي. المقاربة المنهجية المعتمدة في البحث تراوحت ما بين المنهج المقارن و منهج دراسة الحالة. و توصلت هذه الدراسة في نتائجها إلى أن ظاهرتي الإسلاموفوبيا و الإرهاب، قد أثرتا على الأمن الأوروبي بمختلف أنواعه و أبعاده خصوصا الأمن الهوياتي و المجتمعي، و الأمن القومي و الديمقراطي و إقتصاد الدول الأوروبية و حريات و أمن المواطن الأوروبي و أن الأمن الأوروبي مرتبط بأمن العديد من الدول العربية المسلمة و بالتالي فإن الأمن العالمي مرتبط بأمن هذه الدول و بالأمن الأوروبي. L’Islamophobie et le Terrorisme en Europe durant les années précédentes sont considérés comme un sujet très important sur le plan académique , intellectuel , médiatique et sécuritaire et particuliérement quand il devient un danger permanent menaçant la sécurité Européenne et malgré que les deux fléaux sont séparés par l’origine mais syndrome de menace ce qui veut dire lié le terrorisme à l’Islam soit au niveau de menacer la sécurité humanitaire sur toutes les dimensions, la sécurité nationale des pays Européens où l’identité sociale de les sociétés Européennes. Alors que l’étude cherche la réponse de la problématique suivante : Comment l’islamophobie et le terrorisme ont provoqué la menace sur la sécurité Européenne ? On fini par formuler d’hypothèses suivantes: Premiérement: cependant qu’à chaque fois que les attaques terroristes se propagent en Europe, L’Islamophobie se développe d’avantage. Deuxièmement: Dés lors que les interventions militaires Européennes sont mennées dans les pays Arabo-Musulmans, les actions du terrorisme s’emplifient.Troisièmement: l’islam est considéré comme une religion étrangère en Europe et un concurrent parrapport à la religion Chrétienne.De ce faite il constitue une mence vis –à- vis de la sécurité identitaire et sociétale Européeene .Quatrièmement :les attaques terroristes en Europe menace les valeurs Européennes dont les pays Européens s’y basent ce qui menace la sécurité et les intérêts du citoyen Européen .Cinquièmement: l’élimination de l’Islamophobie et le terrorisme en Europe nécessite un traitement de fond incluant les causes et developper les efforts internationaux pour la mise en oeuvre de la sécurité Européenne. L’approche de méthodologie approuvée dans cette recherche est entre la methode comparatif et l’approche d’étude de cas. La conclusion de cette étude se représente dans les résultats suivants :Les fléaux d’islamophobie et du terrorisme ont influer sur la sécurité Européenne dans toutes ses formes et dimensions surtout la sécurité identitaire et sociétale , et la sécurité nationale et démocratique l’économie des Etats Européens et les libertés et la sécurité du citoyen Européen et la sécurité Européenne est liée avec la sécurité de beaucoup de pays Arabo-Musulmans d’où la sécurité mondiale est liée aussi avec la sécurité de ces pays et la sécurité Européenne. The Islamophobia and Terrorism in Europe constitute one of the most discussable subjects at the academic; intellectual, information and security field they especially become a threat for the security of Europe and despite both phenomena are different but they go together and relate terrorism with Islam either by threatening the human security, the nation security of the European countries and also the social identity of European people, the research attemps to answer the following question : How did islamophobia and terrorism affect the threat on European security? To sue this problem, the following theories where raised: first: As long as Europe terrorist acts take place mostly in Europe islamophobia rise .Second: as long as the European countries intervene military in Islamic countries, the terrorist attacks rise. Third: Islam is stranger for Europe and competes the Christianity this is why it constitutes a threat for the identity and societal security of Europe of most Europeans. Forth: the terrorist attacks in Europe threat then European values of the European countries security and reach the security and the interests of the European citizen. Fifth: exterminating islamophobia and terrorism in Europe needs to treat the reasons and double international efforts to reinforce the European security. This study adopts the comparative approach and the case study approach. Consequently through this study it is necessary to confirm that islamophobia and terrorism impacted on security especially the identity and societal security, nation security and economics and democracy of European countries as well as the liberties and the security of the European citizen, we also deduced that the European security is related to the security of different Muslim-in Arab countries; this why the world security is related to the security of these countries and to the European security.
