دور الحوكمة المتعددة المستويات في التنمية الحضرية المستدامة

Abstract

تعمل هذه الدراسة على معالجة دور الحوكمة المتعددة المستويات في تعزيز التنمية الحضرية المستدامة من خلال ابراز جملة من الاليات و التفاعلات على العديد من المستويات تحت مظلة الاتحاد الاوروبي، و هو ما يساهم معرفيا في دمج تخصصي العلاقات الدولية و التنظيمات السياسية و الادارية، و ذلك من خلال التمحيص المعرفي لمتغيرات الدراسة في كافة سياقاتها و ابعادها الانطولوجية، الابستمولوجية و المعيارية، معززة بمقاربات و نظريات عديدة تعتبر كمرجعية رصينة للتحليل، التفكيك، النقد البناء. كما تحدد عمليا نجاعة الحوكمة المتعددة المستويات من خلال مدى استجابة حزمة الفواعل الاوربية لتكريس التنمية الحضرية المستدامة، سواء ارتبط الامر بمؤسسات الاتحاد الاوروبي، الدول الاعضاء، السلطات الحضرية، المنظمات، اصحاب المصلحة و القطاع الخاص، التي من شانها ان تعتمد الاجندة الحضرية الاوروبية، التخطيط التشاركي لصياغة السياسات، المشاريع و البرامج، و توامة المدن الاوربية تحت ضوابط مستدامة. و من اجل الالتزام بالنهج الموضوعي في الطرح، تم فلترة العلاقة بين الحوكمة المتعددة المستويات و التنمية الحضرية المستدامة في الاتحاد الاوروبي باخضاعها للمزايا المقدمة و المثالب المعرقلة، مع السعي لبناء رؤية استشرافية. This study aims to address the role of Multi-Level Governance in promoting Sustainable Urban Development in cities and urban spaces under the umbrella of the European Union. This contributes to reducing the scientific gap between international relations on the one hand and political and administrative organisations on the other hand, through a cognitive scrutiny of the study's variables in all its ontological, epistemological and normative dimensions, reinforced by many approaches and theories considered as a reference for analysis, deconstruction, criticism and construction. The effectiveness of multi-level governance is determined by the response of European actors to sustainable urban development, whether it is related to the institutions of the European Union, member states, urban authorities, organizations, stakeholders and the private sector, which would adopt the European urban agenda, participatory planning to formulate policies, projects, programmes and the twinning of European cities under sustainability. For commitment with the objective approach, the relationship between multi-level governance and sustainable urban development in the European Union has been filtered by subjecting it to advantages and disadvantages, with pursuit to build a forward-looking vision.
