دور مؤسسات الدولة في بناء ثقافة المشاركة السياسية في البلدان المغاربية

Abstract

This study represents one of the most important topics in the comparative politics field, which is: “the culture of political participation of the political systems in the Arab Maghreb countries, namely Algeria and Tunisia since the democratic transition after 1991s”; for a scientific purpose related to the aims of this study Which is the important of the cultural factor in the establishment of an effective participatory democratic society. To achive that aims We started by the definition of the concept: “culture of political participation and state’s institutions”, and the nature of the relationship between them in its theoretical part, in order to give an interpretation to the democratic transformation process in the Maghreb, so we clarify the democratic crisis under the prevailing cultural values as a step to reveal the centrality of democratic values in activating political participation and reaching the stage of democratic consolidation. The question research focused on the role of state institutions in constructing a culture of political participation, based on an analysis of the motives and principles of this institutional structure at the level of official institutions and informal institutions, and to identify the most important challenges and impediments encountered by this building through the comparative analysis of the Algerian political system And Tunisian. In addition the research aim is to highlighted the foundation construction of state’s institutions in the Maghreb countries and the political culture prevailing in their society to determine the compatibility between the political structures and the political culture in them. This study has been found that constructing a culture of political participation takes place only in accordance with political structures to achieve them in reality; it’s the democratic structures which encourage the culture’s political participation; in contrary to the culture’s dependency and submission that takes place under authoritarian system in the Maghreb countries; which led to the emergence of new mechanisms and non-traditional transformation of democracy, mainly represented in the act of protest as a result of the Arab mobility in the territory. تعالج هذه الدراسة أحد أهم المواضيع المطروحة للنقاش، والبحث العلمي في حقل السياسة المقارنة وهو موضوع ثقافة المشاركة السياسية للأنظمة السياسية في دول المغرب العربي وبالتحديد الجزائر وتونس بعد التحول الديمقراطي سنة 1991، لغرض علمي متعلق أساسا بأهداف هذه الدراسة، حيث شكل العامل الثقافي فيها أهمية بالغة للتأسيس لمجتمع ديمقراطي فاعل ومشارك ، انطلاقا من البحث في مفهوم ثقافة المشاركة السياسية ، ومؤسسات الدولة، والوقوف على طبيعة العلاقة بينهما في جانبها النظري، في اطار التفسير لعملية التحول الديمقراطي لدول المغرب العربي، و ذلك بغرض توضيح الأزمة الديمقراطية في ظل القيم الثقافية السائدة، كخطوة للكشف عن محورية القيم الديمقراطية في تفعيل المشاركة السياسية، وبلوغ مرحلة الترسيخ الديمقراطي. وقد تمحورت اشكالية هذه الدراسة حول دور مؤسسات الدولة في بناء ثقافة المشاركة السياسية ، و ذلك انطلاقا من تحليل دوافع، ومنطلقات هذا البناء التأسيسي على مستوى المؤسسات الرسمية ، والمؤسسات غير الرسمية ، وصولا الى تحديد أهم التحديات، والمعيقات التي واجهها هذا البناء من خلال التحليل المقارن بين النظام السياسي الجزائري والتونسي. كما هدفت هذه الدراسة الى القاء الضوء على البناء التأسيسي لمؤسسات الدولة في دول المغرب العربي، وما يقابلها من الثقافة السياسية السائدة في مجتمعها ، لمعرفة مدى وجود التوافق بين البنى السياسية والثقافة السياسية فيها، وبالتالي معرفة نمط ثقافتها السياسية. وتوصلت هذه الدراسة بناء على التحليل المقارن لمختلف أقسامها، الى أن بناء ثقافة المشاركة السياسية لا يتم الا بالتوافق مع بنى سياسية تعمل على تجسيدها، وهي البنى الديمقراطية التي تشجع على ثقافة المشاركة السياسية، عكس ثقافة الخضوع، والتبعية التي تتم في ظل أنظمة تسلطية تميزت بها دول المنطقة، مما أدى الى ظهور آليات جديدة، وغير تقليدية للتحول الديمقراطي، متمثلة أساسا في الفعل الاحتجاجي نتيجة الحراك العربي الذي شهدته المنطقة.
