الأمن الثقافي - مقاربة مفهوماتية – نظرية

Abstract

تشير التوقعات إلى أن عامل الثقافة سيكون أكثر انتشارًا في الأعوام القادمة، باعتبارها وسيلة للقوى الجديدة للإكراه بعيدا عن العامل العسكري، لذلك هذه الورقة تدرس الموضوع من خلال طرح الإشكالية التالية ماهي مضامين مفهومي الامن الثقافي، فرضية البحثية تنطلق من خلال فكرة وهي أن تحديد مضامين الأمن الثقافي يكون وفق إستخداماتها كوسيلة وكأداة سياسية، أو من خلال عامل الاتصالات الغير المسبوقة بين الأفراد والمجتمع. لدراسة الموضوع تعتمد الورقة على المقاربة الأمنية بإعتبارها مقاربة تساعدنا في فهم مدلول الأمن الثقافي. دراستها يكون من خلال ثلاثة محاور، الأول يدور حول دراسة مفهوم الأمن، والثاني تطور مفهومه، وثالثا خاص بتحديد مفهومي الأمن الثقافي. توصلت الدراسة إلى أن مضامين الأمن الثقافي تتلخص في اعتبارها عملية مستمرة يعيشها الفرد في بيئته. Expectations indicate that the culture factor will be more prevalent in the coming years; it considered as a mean for the new forces of coercion instead of the military factor, the subject treats the following problematic. What are the contents of the two concepts of security and cultural security? The research hypothesis is started through the idea that defining both contents. It is based on its uses as a mean and a political tool or through the unprecedented communication factor between individuals and society. The study relies on security approach that helps us to understand the significance of cultural security. Concluding that the implications of cultural security are summarized as a continuous process that the individual lives in his environment.
