الأمن الثقافي في زمن الرقمنة

Abstract

ان موضوع الرقمنة كأحد آليات العولمة وما يطرحه من انكشاف للأمن الثقافي ، اصبح من المواضيع المطروحة بقوة ضمن اهتمامات الشعوب والدول العربية.تهدف هذه المداخلة الى الكشف عن مسارات أمننة الثقافة لتصبح بعدا مهما من ابعاد الأمن القومي وهو ما يدفعنا الى البحث عن التحديات التي تواجه الأمن الثقافي، حتى نتمكن من صياغة آيات لبناء قوة الوجود الثقافي التي تهدف الى تمكين الأفراد من المحافظة على هوياتهم الشخصية والجماعية ومعتقداتهم، مع تمكينهم من ممارسة أسلوب العيش الذي يتوافق مع وعاءهم الثقافي، لذلك تستعرض المداخلة جملة السياسات والاستراتيجيات التي توجهها مختلف الفواعل الاجتماعية من اجل تمكين الأمم من المحافظة عن كل ما يميزها ثقافيا، وكل ما يعزز قدرتها على صيانة مؤسساتها الحضارية في ظل توفر شروط للتقدم والرقي دون غربنة، ولا انغلاق على الذات ولا تفاعل سلبي مع الآخر الذي يحمل قيما ثقافية مختلفة، بما يضمن تحقيق نهضة اجتماعية. وقد توصلت المداخلة الى أن اهم آلية يمكن من خلالها الحفاظ على الأمن الثقافي للشعوب العربية هي السيادة الثقافية. The issue of digitization as one of the mechanisms of globalization , and the vulnirabilty it poses to cultural security, has become one of the issues raised strongly among the conernes of the Arab peoples and countrries.This intervention aims to uncover the paths of securing culture to become an important dimension of national security, which prompts us to search for challenges facing cultural security, so that we can formulate mechanisms to build the strength of cultural presence that aims to enable individuals to preserve their personal and collective identities, and beliefs While enabling them to practice the way of life that is compatible with their cultural vessel. Therefore, the intervention reviews a set of policies and strategies directed by various social actors in order to enable nations to preserve all that distinguishes them culturally, and everything that enhances their ability to maintain their civilized institutions in light of the conditions for progress and advancement without Westernization, or self-isolation or negative interaction with the other who carries different cultural values, in a way that guarantees the achievement of a social renaissance.
