التخطيط الإستراتيجي المحلي كآلية للإدارة المحلية في تحقيق التنمية المحلية

Abstract

لقد أثبتت التجارب التطبيقية للتخطيط الاستراتيجي أن الإدارة التي تخطط استراتيجيا تتفوق في أداءها الكلي على الإدارة التي لا تخطط استراتيجيا، وعلى اعتبار أن الإدارة المحلية وسيط بين المواطن والإدارة المركزية، خاصة فيما يتعلق بالخدمة العمومية، إذ يتم من خلالها تنفيذ السياسة الاقتصادية والاجتماعية للدولة، فإن تبنيها لأسلوب التخطيط الاستراتيجي سيساعدها على بلورة رؤيتها الاستراتيجية بشكل واضح بالإضافة إلى صياغة رسالتها وغاياتها وأهدافها الاستراتيجية، كما أنه سيساعدها على تحديد مسارها ووضع الإطار العام لتصرفاتها عند مواجهة التغييرات البيئية بكل أشكالها. فالتخطيط الاستراتيجي يعد الوسيلة المنهجية لتقليل درجة عدم التأكد والمخاطر المرتبطة بالمتغيرات الخارجة عن إرادة الإدارة المحلية وكذا التعرف على الفرص المتاحة لها والتهديدات التي تواجهها. وقد جاءت هذه الدراسة لتعالج موضوع التخطيط الاستراتيجي المحلي كآلية للإدارة المحلية في تحقيق التنمية المحلية: دراسة حالة الجزائر، في محاولة لإبراز أهمية التخطيط الاستراتيجي في تحقيق التنمية على المستوى المحلي، ومحاولة الوقوف على أهم التحديات التي تواجه تجسيد التخطيط الاستراتيجي المحلي في الجزائر وسبل معالجتها، وذلك من خلال الإجابة على الإشكالية المطروحة والتي تمحورت حول مدى قدرة الإدارة المحلية على تحقيق التنمية المحلية الشاملة بالأخذ بأسلوب التخطيط الاستراتيجي المحلي. وقد خلص البحث إلى مجموعة من الحلول المقترحة من أجل تفعيل تجسيد التخطيط الاستراتيجي المحلي في الجزائر، من بينها تطوير القدرات الفنية والإدارية للإداريين والمنتخبين، مكافحة الفساد الإداري في تسيير الجماعات المحلية، تفعيل التعاون بين البلديات ودعم دورها على المستوى الدولي، إعادة النظر في ميكانيزمات التمويل المحلي، توفر مجتمع مدني فعال والاعتماد على المقاربة التشاركية، وبالتالي فإن تحقيق التنمية المحلية في الجزائر يتطلب رسم استراتيجيات تنطلق من الإقليم المحلي تحدد فيها الجماعات المحلية تصوراتها ومحتوياتها، وهذا حتى يتناسب مع خصوصياتها المختلفة، فالسلطات المحلية هي التي يمكنها بالفعل أن تعبر عن حاجات الإقليم مع مشاركة المواطنين التابعين لهذا الإقليم. Les mis en place des plannings stratégiques ont confirmé que les administrations qui sont stratégiquement bien planifiées réussissent dans leurs rendements devant les administration qui n’ont jamais eu de planification stratégique ; étant donne que l’administration locale est un intermédiaire entre le citoyen et les autorités centrales , notamment en ce qui concerne le service public , et à travers ce lien des programme économique , sociaux de l’état sont mise en oeuvre , l’adoption d’un planning stratégique par l’administration permet à cette dernière d’avoir une vision stratégique éclaire qui lui facilite le définition de ses objectives et buts stratégiques , en outre , il lui permet de bien tracer son chemin et le cadre général de ses mouvements en cas de changement environnementaux de toute formes . le planning stratégiques est un moyen méthodologique qui sert à démineur l’insécurité et les risques relatifs à changements extérieurs qui ne dépend pas à la volonté de l’administration , et lui fait connaitre ainsi ses opportunités et les menaces auxquelles elle pourrait en faire face. Cette étude s’intervienne dans le traitement du sujet de planning stratégique local comme un mécanisme pour l’administration locale afin de réaliser le développement local : étudier l’Algérie comme un cas , dans le but de démonter l’importance du planning stratégique dans la réalisation du développement au niveau local , en essayant de dévoiler les défis qui pourrait faire obstacle dans la concrétisation de ce planning stratégique local en Algérie et les méthodes pour en remédier , à travers la réponse au problématique posé qui se focalise sur la capacité de l’administration locale de réaliser un développement total avec un planning stratégique local. A travers cette étude , nous avons pu tirer quelque solutions pour concrétiser le planning stratégique local en Algérie , tel que le développement du potentiel et capacités technique des administrateurs et les élus , lutter contre la corruption administrative dans la gestion des collectivités locales , établir une collaboration intercommunales et soutenir son rôle au niveau international , revoir les mécanisme de financement au niveau local , faire naitre une société civile efficace qui se base sur une approche de partage , par conséquence , la réalisation du développement local en Algérie nécessite de mettre en place une stratégie qui démarre par le territoire local dans laquelle les objectives et les envisagements sont bien définies , qui serraient adéquate avec ses spécification divers, à cet effet , les autorités locales sont les seules réellement compétent qui pourrait manifestent son besoins avec la collaboration de ses citoyens dépendant d’une même territoire. Implementing strategic plans has confirmed that administrations that are strategically well planned perform well comparing with the administrations that have never had strategic planning; given that the local administration is an intermediary between the citizen and the central authorities, especially with regard to the public service, and through this link the economic, social programs of the state is being executed , the adoption of 'a strategic planning by the administration allows to it have an enlightened strategic vision which facilitates the definition of its objectives and strategic goals, in addition, it allows it to chart his way and the general framework of his movements in cases of environmental change of any form. Strategic planning is a methodological method that serves to reduce insecurity and risks related to external changes that does not depend on the will of the administration, and thus makes known its opportunities and the threats it would face. This study deal with the topic of local strategic planning as a mechanism for the local administration to realize the local development: we took Algeria as our case, with the aim of disassembling the importance of the strategic planning in the implementation of local development, trying to uncover the challenges that could impede the realization of this local strategic planning in Algeria and methods to find solution , through the answer to the posed problem, which focuses on the ability of local administration to achieve total development with local strategic planning. Through this study, we have been able to find some solutions to concretize the local strategic planning in Algeria, such as the development of the potential and technical capacities of administrators and elected officials, fight against administrative corruption in the management of local authorities , establish a collaboration inter-municipal and support its role at the at the international level, review funding mechanisms at the local level, create an effective civil society based on a sharing approach, therefore, the realization of local development in Algeria requires to implement a strategy starting from the local territory in which the objectives and the plans are well defined, which would be adequate with its various specifications for this purpose, the local authorities are the only really competent who could manifest his needs with the collaboration of his citizens belonging to the same territory.
