دور الحكومة الإلكترونية في مكافحة الفساد الإداري -تجربة كوريا الجنوبية-

Abstract

ملخص: تتضمن الدراسة بحثا في آليات الحكومة الالكترونية في مواجهة الفساد الإداري. تحاجج الدراسة بأن تطبيقات الحكومة الإلكترونية ترسخ المساءلة والشفافية، بما يسمح بإعادة بناء الثقة بين المواطنين والحكومة، وتعزيز النمو الاقتصادي من خلال تحسين التفاعل مع قطاع الأعمال، وتمكين المواطنين من المشاركة في تطوير الحكم الرشيد. لتوضيح ذلك تم توظيف مثال نظام OPENفي كوريا الجنوبية، حيث ساهمت الحكومة الإلكترونية في مكافحة الفساد من خلال مجموعة من الإجراءات الوقائية التي تقضي على مصدر الفساد، وكذا إجراءات ردعية وعقابية تضمن عدم العودة إلى ممارساته، بالإضافة إلى إجراءات تضمن شفافية المعاملات الإدارية وتعمل على تعزيز المساءلة لدى المواطنين Abstract: This research paper deals with the E-government as a mechanism combatting administrative corruption. The study argues that e-government applications entrench accountability and transparency, rebuild trust between citizens and government, and promote economic growth through improved interaction with the business sector, and empowerment of citizens to participate in the development of good governance. To illustrate what has been argued, the example of the OPEN system in South Korea has been employed in this paper, in which e-government has contributed to the fight against corruption through a series of preventive measures that eliminate corruption from its source, deterrent and punitive measures to ensure that corruption practices are not repeated, as well as procedures to ensure transparency of administrative applications and promote accountability of citizens.
