دراسة وتحليل التكاليف البيئية ودورها في قياس وتقييم مستوى الأداء البيئي للمنشآت الصغيرة والمتوسطة

Abstract

The subject of the evaluation of the environmental performance of small and medium industrial enterprises is considered as one of the most important environmental concerns for the decision makers either to the internal or external parts which always aim to reach the environmental balance of the enterprises. This performance represents an integrated framework in identifying the environmental problems and ways to be followed to achieve the process of development for these enterprises on one hand and environmental protection on the other hand. To achieve the aims of the study and make sure of the extent of the importance of applying accounting systems of the costs of the environment in the measurement and evaluation of environmental performance within the small and medium industrial enterprises through the product life cycle. Since a practical study have been conducted on a sample of small and medium enterprises which the activities really affects on the elements of the environment. Therefore, we found a set of results such as that the accuracy of determining the negative effects of industrial activity on the environmental elements leads to efficient increase of environmental management practices in order to protect the environment. This is by using the product life cycle, and this is through identifying and pursuing elements of the environmental costs of the product life cycle which in turn helps to identify and pursue the revenues and benefits of the environment. In addition to that, the commitment of the industrial enterprises with the environmental standards through the stages of this circle reinforced in developing of measurement and evaluation of environmental performance. In addition to that, there is a great relationship between information and data on the necessary elements of the environmental costs required to support and rationalize the processes and decisions related to the protection of the environment from pollution and the development of performance and environmental indicators to measure, evaluate and disclose the environmental performance through environmental reports via the stages of the product life cycle for small and medium enterprises. تعتبر قضية تقييم الأداء البيئي للمؤسسات الصناعية الصغيرة والمتوسطة واحدة من أهم القضايا البيئية لصانعي القرار سواء بالنسبة للأطراف الداخلية أو الخارجية والتي تسعى دوما إلى تحقيق التوازن البيئي للمؤسسة، ويمثل هذا الأداء إطارا متكاملا في تحديد المشاكل البيئية والسبل الواجب إتباعها لتحقيق عملية التنمية لهذه المؤسسات من جهة وحماية البيئة من جهة أخرى. ولتحقيق أهداف الدراسة والتحقق من مدى أهمية تطبيق النظم المحاسبية للتكاليف البيئة في قياس وتقييم الأداء البيئي داخل المؤسسات الصغيرة والمتوسطة الصناعية من خلال دورة حياة المنتج، حيث أجريت الدراسة التطبيقية على العديد من المؤسسات الصغيرة والمتوسطة الصناعية التي تؤثر أنشطتها بالفعل على عناصر البيئة، وقد توصلنا إلى مجموعة من النتائج التي تبلورت أهمها في أن دقة تحديد الآثار السلبية للنشاط الصناعي على العناصر البيئة يؤدي إلى كفاءة ارتفاع ممارسات الإدارة البيئية من أجل حماية البيئة، وذلك باستخدام دورة حياة المنتج وهذا من خلال تحديد ومتابعة عناصر التكاليف البيئية لدورة حياة المنتج والتي تساعد بدورها على تحديد ومتابعة إيرادات وفوائد البيئية، بالإضافة إلى ذلك التزام المؤسسات الصناعية للمعايير البيئية من خلال مراحل هذه الدورة تعزز في تطوير قياس وتقييم الأداء البيئي. وعلاوة على ذلك فإن هناك علاقة وطيدة بين المعلومات والبيانات عن عناصر التكاليف البيئية الضرورية المطلوبة لدعم وترشيد العمليات والقرارات المتعلقة بحماية البيئة من التلوث وتعزيز وتطوير الأداء والمؤشرات البيئية في القياس والتقييم والكشف عن هذا الأداء البيئي من خلال التقارير البيئية عبر مراحل دورة حياة المنتج للمؤسسات الصغيرة والمتوسطة.
