تعتبر الجرائم المرتكبة عبر الإنترنت من أهم التحديات التي تواجه الدول كافة كونه يشكل أخطر أنماط الإجرام في العصر الحديث. فالجرائمعبر الإنترنت ظاهرة إجرامية زاد انتشارها بمعدلات قياسية باختلاف مظاهرها وأشكالها، وسبب ذلك الانتشار الهائل لأجهزة الحاسوب والارتفاع اللامتناهي لعدد مستخدمي شبكة الإنترنت، ومن المؤكد أن هذا الارتفاع الكبير والمتسارع في أعداد مستخدمي الإنترنت ينعكس سلباً على ارتفاع أعداد مرتكبي جرائم الإنترنت وزيادة حجمها، الأمر الذي كان له الأثر البالغ على جل جوانب الحياة، الاجتماعية منها والاقتصادية والثقافية والأمنية، وبلغ الضرر درجة لا يمكن تجاهلها. ولكون العدوان الإجرامي عبر الإنترنت ظاهرة على مستوي كبير من الخطورة ولحملها طابع التقنية المعلوماتية ومسايرتها على الدوام تيار تقدمها يتوجب إيجاد حلول لمحاربتها والحد منها.Cyber criminal aggression is one of the most important challenges facing all countries, as it constitutes the most dangerous crime patterns in the modern era.
