Abstract

بعد تأكد العلاقة بين الإستهلاك المتفاقم لموارد الطاقة الأحفورية، المستعملة في إنتاج الكهربـاء وإختلال النظام البيئي، الذي أصبح عاجزا عن تصريف الفائض من الملوثات، الأمر الذي ترتبت عنه عواقب وخيمة، لعل أبرزها ظاهرة الإحتباس الحراري الناجم عن إرتفاع درجة حـــرارة الأرض أدرك المشرع الجزائري أن التخفيف من تــأثيرات النظام الطاقـوي على البيئة والمحافظـة على الرأس مـال الطبيعي وتثمينه على كافة المستويات وشتى القطاعات أصبح من الأولويات، لذلك تبنى مقاربات جديدة قائمة على البحث لإيجاد أحسن التوازنات، من خلال إعتمــاد عدة تقنيات ومعايير للتخفيف من تأثيرات النظام الطاقـاوي على البيئة، لعل أهمها التأكيد على ضرورة التوجه نحو إستخـــدام الطاقـــات المتجددة والحث على تعميم ذلك، بإعتبارها طاقات صديقة للبيئة تنتج عن مصــادر تمتاز بخـــاصية التجدد لا سيما في ميدان إستغلال هــــــاته المصـــــادر في إنتاج الكهرباء، التي تعد أحد مسببات الراحة والرفـاهية وطاقة ضرورية تستخدم في كافة المجالات (صناعية، تجارية، حرفية) . لذلك وضع المشرع الجزائري آليات تهدف إلى تشجيع التوجه نحو الإستثمار في إنتاج الكهربـاء من مصادر الطاقة المتجددة .
