مـوقـف الـولايـات المتـحدة الأمـريـكيـة مـن المحـكمـة الجنـائيـة الـدوليـة

Abstract

يندرج الجنوح إلى التأثير في سير المفاوضات أثناء إبرام المعاهدات الدولية، ضمن ثوابت السياسة الخارجية للولايات المتحدة، وذلك من أجل خدمة مصالحها الشخصية، وتثبيت سيطرتها على الساحة الدولية. وبرز هذا الجنوح أثناء مفاوضات إنشاء المحكمة الجنائية الدولية، من خلال محاولة فرض نظام أساسي يجعلها تتحكم في قرارات المحكمة وتحكم سيطرتها عليها. وعلى إثر اعتماد نظام المحكمة بالمخالفة لطموحاتها، شرعت في شن حملة عدائية ضد المحكمة لتقويض عملها لا سيما إزاء رعاياها. One of the permanent features of the United States foreign policy is to exert influence on the process of negotiations during the conclusion of international treaties, in order to consolidate its supremacy on the international arena. This tendency was clear during the negotiations relating to the creation of the International Criminal Court, through trying to impose a statute which would allow her to have control over its decisions and establish a firm domination on it. It is worth noting that the United States started a hostile campaign against the “Court” to hinder its work, particularly to prevent it from prosecuting her citizens, following the approval of the Statute as the latter didn’t meet her patterns.
