نظرية الحرب العادلة والتدخل الإنساني: مقاربة إدراكية

Abstract

تحاول هذه الدراسة مناقشة فكرة أساسية في حقل النزاعات الدولية، مفادها أن التدخل في الحرب تحت غطاء عدالة القصد والمساعدة الإنسانية، إنما ينم عن إدراك مشترك بأن الحرب خيار جيد لإنهاء الظلم والعدوان، رغم كونها فعلا عنيفا وصورة سيئة للسلوك البشري. إن التدخل بمبرر الحرب العادلة يوفر للدولة المتدخلة الغطاء الأخلاقي والإنساني في تحركها، ولكن من الصعب تصديق أن الدول تقدم على التدخل والتضحية بالموارد والجيوش، لكي تحظى بالشكر والتقدير الإنساني، لذا فان من وراء ذلك أبعادا أكثر تعبيرا عن توجهات صانعي القرار، بما يجعل الدراسة ترتبط أكثر بالجانب النفسي لهؤلاء، ضمن ما يعرف بالإدراك السياسي للقادة. This study attempts to discuss the idea that intervention in war under the cover of just goal and the humanitarian aid, is based in real on a common perception that war is good for ending unjustice and aggression.
