التطور المؤسساتي للنظام السياسي الجزائري: دراسة للسلطتين التنفيذية والتشريعية

Abstract

تهدف هذه الدراسة إلى تتبع مسار تطور مؤسسات النظام السياسي الجزائري والمتمثلة في المؤسستين التنفيذية والتشريعية. من خلال مرحلتي الأحادية والتعددية، وكذا الدساتير التي صاحبت تطورهما ومامدى المكتسبات التي حققت من أجل دفع بالعملية السياسية، كسبيل لبناء الصرح المؤسساتي المرتكز أساساً على مبدأ الفصل بين السلطات والتداول السلمي والديمقراطي على السلطة. بما يضمن الإستقرار السياسي ويرسخ التحول الديمقراطي في الجزائر، أين تضطلع كل سلطة بالمهام والصلاحيات المخولة لها دستورياً. في إطار التعاون والإنسجام بما يخدم المصلحة العليا للوطن والمواطن على حد سواء. This study aims at following the institutional evolution process of the Algerian political system, which is represnted in the two institutions: the executive and the legislative branch. During the periodes of one party state and the pluralist party system, and the constitutions that accompanied their evolution. Besides, the achieved acquirements in order to push the political operation as a way, to build the institutional edifice that anchors the principal of separation of powers and pacific dimocratic transfer of power, which garantees the political stability and the democratic mutation in Algeria, where each autourity takes its responsibilities and the prerogatives within the constitution in a coherent framework, that serves the higher behalf of the country and the citizen as well.
